Arizona Strategic Enterprise Technology (ASET) Office
In alignment with the strategic missions of state agencies, ADOA-ASET develops and executes the statewide information technology strategy, as well as provides capabilities, services and infrastructure to ensure the continuity of mission critical and essential systems for the State of Arizona. The goal of ADOA-ASET is to transform Arizona into a nationwide leader of advanced IT strategies, methodologies, services and business processes. By leveraging technology as a catalyst for state reform, ADOA-ASET enables efficient, innovative and sustainable services. ADOA-ASET sets the technology, security, privacy, and communication strategies, policies, and procedures for the state of Arizona.
In addition, it is the body responsible for monitoring and overseeing high-risk technology projects across all state agencies and managing large, state–wide programs and initiatives such as Digital Government, e-Licensing, Cloud Adoption, State Data Center, Statewide Security Controls and Enterprise Email. ADOA - ASET also manages critical operations and state services including the State telecommunications and data network, the State Data Center and disaster recovery. Other services offered by ADOA-ASET include application design, architecture and integration, process automation and business intelligence.

Benefit Services Division

Division of Business and Finance (DBF)
The Division of Business and Finance (DBF) is responsible for establishing Statewide accounting policies and procedures, managing the Arizona Financial Information System (AFIS), administering the Statewide Payroll through the Human Resources Information Solution (HRIS), preparing the Statewide Financial Reports, and providing technical assistance and other management advisory services.

Governor's Regulatory Review Council (GRRC)
For most agencies, the Council is the final step in the rulemaking process. The Council is composed of seven members and is chaired by the Director of the Department of Administration or designee, who serves ex-officio. While tasked with several responsibilities, the Council has two primary functions. First, the Council is the final step in the rulemaking process for most state agencies. The Council reviews proposed rules, unless exempted from Council review by statute, to ensure that the proposed rules are necessary and to avoid duplication and adverse impact on the public. The Council assesses whether a rule is clear, concise, and understandable, legal, consistent with legislative intent, within the agency's statutory authority, and whether the benefits of a rule outweigh the cost. If a rule does not meet these criteria, the Council returns it to the agency for further consideration. Secondly, the Council is responsible for conducting five-year reviews. Arizona law requires an agency to review its rules every five years to determine whether the rules need to be amended or repealed. After doing this review, the agency is required to submit a report of its findings to the Council, which will approve the report or return it to the agency for additional work.

Human Resources Division (HRD)
The Human Resources Division (HRD) manages the ADOA Personnel System which consists of approximately 37,000 state employees from approximately 100 state agencies, boards and commissions. HRD has three primary functions.
- Maintains the infrastructure for personnel administration including the State’s payroll/personnel system (HRIS), the centralized job board (azstatejobs.gov), the hiring system (Hiring Gateway), the State’s centralized employee’s self-service website (YES), the classification and compensation system, and the Personnel Rules and policies that govern personnel within the ADOA Personnel System.
- Provides a number of services to state employees including a State Career Center and training through the Arizona Learning Center.
- Supports state agencies by providing human resources services in the areas of employee relations, staffing and recruitment, job classification, employee compensation, employee development, recognition, workforce planning and analysis, and operational support.

Risk Management (RISK)
The State Risk Management Office provides statewide (including the three universities) management responsibilities for the following programs: Property, liability and workers’ compensation claims management, loss prevention, environmental remediation, excess insurance, and risk financing. The Property and Liability Claims / Insurance Section (602-542-2180) is responsible for the investigation and settlement of all insurance claims related to state property and liability issues. The section also manages and defends lawsuits against the state with the assistance of the Attorney General’s Office and recovers moneys from third parties responsible for loss or damage to state property. The section also purchases insurance policies that provide excess coverage and provides agency assistance regarding insurance and indemnification issues.

The Workers’ Compensation Section (602-542-5218) is responsible for investigation and management of all workers’ compensation claims filed by State employees. The Workers’ Compensation section manages the return to work and modified duty programs for the State and provides assistance to state employees in receiving quality medical care for injuries sustained on the job.

The Loss Prevention Section (602-542-2175) is primarily responsible for working with State agencies to reduce the frequency and cost of losses. Risk Management Loss Prevention Consultants provide advice and assistance in a variety of areas, including exposure analysis, environmental assessments and industrial hygiene concerns.

State Procurement Office (SPO)
The State Procurement Office (SPO) serves as the central procurement authority for the State of Arizona. In doing so, SPO focuses on providing procurement leadership, procurement delegation, policy development, technical assistance, and maximizing strategic sourcing opportunities.
The SPO conducts strategic sourcing for statewide non-programmatic specific contracts including: office supplies and equipment, temporary services, information technology equipment, software and telecommunication equipment and services. SPO also conducts specialized procurements for a large number of small agencies with limited procurement authority.
Additionally, SPO provides and supports a central e-procurement system (ProcureAZ) for state agencies and cooperative members (ie., counties, cities, schools) to use in conducting their procurements. ProcureAZ assists SPO in providing the required compliance and oversight of procurement in the State of Arizona.
