Construction Oversight


The General Services Division is tasked with reviewing all architectural, engineering, and construction contracts, including approval of plans and specifications and change orders for all capital projects for which monies are appropriated by the legislature.

All Architectural, Engineering and Construction Contracts, Plans, Specifications, and Payment  Applications for projects that are State funded or have Capital Outlay or Building Renewal funding need to be reviewed by the General Services Division’s Planning and Construction Services Group.

Compliance and Statutory Review

Here to serve the customer, our compliance department can assist with the following:

  • Third-Party Plan Review 
  • New Construction Inspections
  • Training and Assistance with Procore
  • Inspections of active construction projects by a certified State Building Inspector
  • Submission and review of progress payments
  • Quadrennials - Performed as a service to the agency every four years by our inspection team.

The software used by ADOA for construction management is Procore. It is required that all projects in which GSD is statutorily required to review plans, contracts, and payments be managed through this platform. Below is the link to get your project set up.
