Refrigerants and CFC Bearing Devices Standard

Please remember that items that contain refrigerants such as air conditioning units, refrigerators, freezers, ice makers, computer room HVAC units, or any other device that contains refrigerant require special handling to be turned into Surplus Property.

VIEW THE POLICY

 

As you are aware, Federal regulations (40 CFR Part 82 Subpart F) prohibit the disposal of non-working refrigerant-bearing devices that an authorized entity has not evacuated prior to their disposal. In compliance with that regulation, the Surplus Property Management Office will not accept an item/device that contains or has contained refrigerant without certification that either the item is operational or has been evacuated in accordance with the applicable regulations.

The certification must be attached to the Surplus Property Disposal Form SP101 and the property must be marked as operational or have a sticker applied that shows that the item has been evacuated of refrigerants and oil. It is our understanding that as the owning entity, your agency must maintain a file for a period of time that includes a copy of the certification. The information on the sticker must include the name of the individual who evacuated the system; the date it was evacuated; contact information including the company name (if applicable) and phone number. To assist your agency in compliance with this regulation, we have a supply of stickers available for your agency's use.

In closing, in compliance with 40CFR Part 82 Subpart F, this office will not accept any refrigerant-bearing device, appliance, or item without the certification and accompanying sticker.
