Becky Krumm, Assistant Director of the Office of Accountability, has been with the Department of Child Safety for over 18 years, serving in various roles, including case management, training with Learning & Development, and Policy Manager. She is passionate about creating a positive work culture centered on learning using the principles of safety science and continuous quality improvement. Becky holds a Master of Social Work from ASU and a Master of Education in Counseling from NAU. Becky has participated in the implementation of several successful statewide initiatives, including the Kinship Redesign, Fostering Sustainable Connections, Extended Foster Care, and the SAFE AZ Model. She is a self-described Disney Adult, loves sloths, and enjoys traveling with her family.

It’s a tale as old as time…a journalist leaves for the “dark side,” otherwise known as public relations. Caroline Carpenter spent seven years moving from city to city as a TV reporter and meteorologist and last worked at KRQE in Albuquerque, New Mexico. After stops as an insurance agency owner and a social media manager/account executive at Amendola Communications, Carpenter began talking about traffic and transportation in 2012. For more than five years, she has served as a public information officer at the Arizona Department of Transportation, then went on to lead the team handling ADOT’s social media. She currently oversees ADOT’s Digital Communications, Internal Communications, Creative Services, and Employee Engagement teams as the agency’s communications and public involvement deputy director.

CJ Loiselle serves as the Assistant Director for the Division of Behavioral Health and Housing (DBHH) at AHCCCS and is responsible for the oversight of the Arizona behavioral health system including all Medicaid, federal grant, crisis programs, the Office of Human Rights and the AHCCCS housing program. CJ also serves as the AHCCCS representative on the Arizona Developmental Disabilities Planning Council. Prior to state service, CJ worked as a provider and developed specialized programs integrating behavioral health services with home and community-based services.

I am an Arizona native who grew up in the Tempe area near ASU for the majority of my youth.  I love Arizona and thoroughly enjoy the beauty and tranquility that it provides, which inspired me to share my love and passion for the outdoors by becoming a Park and Recreation professional.  Connecting people to nature and getting youth actively engaged in living a healthy lifestyle is part of my mission in life.  I want to make an impact and make a difference with everything I do.  I graduated from Northern Arizona University in August of 2016 with a Bachelor's degree in Parks and Recreation Management.  I have worked in the Parks and Recreation field for over 25 years and been actively engaged as a participant since I could crawl.  

My career started as a volunteer with the City of Tempe in their Parks and Recreation field assisting with an afterschool youth program, later turning into a full-time job as a Recreation Specialist/Sports Instructor.  I spent some time working for a not for profit organization as an Marketing Events Specialist coordinating youth activities working with partners such the Arizona Cardinals, Arizona Coyotes, and ASU. In this role, I also performed community development/engagement/outreach tasks working with underserved/underprivileged areas of the Valley coordinating volunteer efforts for the organization to give back to worthy causes such as Habitat for Humanity, St. Mary's Food Bank and local shelters.  I used my experience to propel me into working as the Park Supervisor for Maricopa County Parks, starting at San Tan Mountain Regional Park in Queen Creek, Arizona for six years, and later transitioned to manage Lake Pleasant Regional Park in Peoria, Arizona for ten years. Then, I jumped at the opportunity to become the Northern  Regional Manager with Arizona State Parks, working my way through the ranks to become the Chief of Operations, and am now working for the grants team to reach and impact more communities, while still being able to help serve the Arizona State Parks and Trails team at the same time.       

I have three children, Cassidy (11), Jackson (8) and Remington (4), and a beautiful wife, Katie (no age provided as I know better than that). When I am not at work, I enjoy spending time with my family and two dogs getting out into nature, seeking educational and inspirational adventures, and appreciating the beauty of this amazing world.

With eighteen years in the field of National Service, Emily focuses on leveraging time and money donors, and the power of community collaboration to advance social impact.

Emily earned her Master's degree in Mental Health Counseling from Northern Arizona University. She is an avid Spring Training fan (go Cubs!) who loves cross-stitching, embroidery, and reading. Emily has lived in the East Valley for 35 years and currently resides in Gilbert with her husband and their nine-year-old daughter.

Fletcher currently serves as a Senior Executive Consultant for the Public Safety Personnel Retirement System (PSPRS), which provides retirement benefits to the state’s first responders, corrections officers, judges, and elected officials. In this role, Fletcher works with cities, counties, and the State on managing their pension liabilities and supports the executive team on special projects and stakeholder relations. Prior to this role, Fletcher worked for four years at the Office of Strategic Planning and Budgeting and five years at the Arizona Senate and has an in-depth knowledge of the State budget and the legislative process.

Outside of work, Fletcher enjoys many outdoor activities, traveling, and playing music.

Heather Noble serves as the Assistant Director  (Title IV-D Director) within the Department of Economic Security for the state of Arizona’s Division of Child Support Services, taking on the role in July 2017.  She oversees a staff of 500 employees, over 20 client facing offices, and administers services within all 15 Arizona counties. An Arizona native and someone passionate about the great community that exists within the Grand Canyon State, she began her career with the State of Arizona, DES and Child Support in the spring of 2011.

I have been with the State Land Department for 24 years and serve as the acting Water Rights section manager within the Natural Resources division. Our section manages the water portfolio for 9.3 million acres of State Trust land (STL), this includes ground and surface water and water contracts for the Colorado River and the Central Arizona Project. I authored the policy that updated the value of groundwater on STL and collaborated on the State Land Water Plan to assist the agency in maximizing our water assets. I graduated from Northern Arizona University with an environmental science and biology degree and completed the Water Management program at Arizona State University. I grew up in Sierra Vista and now live in Chandler with my family.

My IT career journey began in the contractor space supporting asset and incident management for Motorola. I eventually moved on to First Health Group – a health plan company – and this is where my experience became colorful and really progressed into leadership. In late April 2019, I joined ADCRR’s IT Bureau as their Senior Manager of Application Development and second in command to the CIO. I was promoted to the Deputy CIO in December of 2019, and then promoted to the CIO position in July 2020. I was recruited to the Department of Agriculture as their CIO in August of 2022. My goal is to make improvements within any IT space I find myself in, whether that be with Corrections, Agriculture or another Agency. I see the benefit in continuous learning, process improvement, standard work, and change. My hope is that I can evolve the Agriculture space by introducing relevant and mature IT practices and standards (not just technology).

Jack is a third-generation veteran, having served for 29 years in the U.S. Army including a combat tour in Iraq. He retired in 2016 as a Colonel. Following retirement from the military, he continued his life of public service as a project manager and Senior Lean Coach in the AZ Dept. of Economic Security. In 2022, Jack became an Assistant Deputy Director in the AZ Dept. of Veterans Services, where he oversees IT, procurement, continuous improvement projects, risk management, strategic planning, and AMS training. Additionally, he maintains his own business as a sports photographer and videographer. Jack is married to a fellow U.S. Army retiree, has three children, and lives in Gilbert.

I have lived in Arizona for most of my life as my parents moved out here when I was only two years old. So at this point I consider myself a native. Upon graduating high school from Maryvale High, I joined the Army. I spent a couple of years in Germany in the early nineties and then elected to come back stateside to Fort Sill Oklahoma to finish up my service requirements. Upon separating from the military and looking for a job, I was told and then realized on my own that I was good at talking to people. I became involved the car business and enjoyed my time in that line of work and made many great friends over the years. However, I have always liked to work with my hands and be involved in projects around friends homes and would help out anywhere I could. When I was a teenager, I always enjoyed helping my dad with numerous remolding projects around our home, so I think this where my passion grew from. I left the car business in the late nineties and decided to apply for a job with a third party inspection contractor that was contracted with Motorola. I gained a tremendous amount of knowledge as a Inspector for Motorola. I then took an opportunity to work for the competition and went to work as an Inspector at Intel at the Ocotillo Campus. Unfortunately I was laid off from that job in 2001. I then applied and went to work for Richmond American Homes as a Customer Service Warranty Rep. After a few short years I was promoted through the ranks and became Director of Warranty Customer Service for the entire west valley. After several years, I moved on from Richmond and accepted a position with Meritage Homes as Director of Customer Service. In July of 2007 after being with Meritage for a few years, I was laid off due to the housing bubble and economic downturn. I then applied for a Construction Investigator position with the Registrar of Contractors. They gave me an opportunity and I took full advantage of it. Within a few years I was promoted to Assistant Chief of Construction Investigations. I briefly left the agency in 2013 to pursue an opportunity returning back to Meritage Homes. In 2015 I came back to the agency as the Chief of Compliance.

Julie Riemenschneider holds a Master’s of Science degree in Geology from Baylor University and has over 29 years of leadership, managerial expertise and technical knowledge in program implementation, administrative management, regulatory guidance and remediation oversite. She assumed her role as the Waste Programs Division Director at ADEQ on Nov. 6, 2023. 

In her role as Waste Programs Division Director, Julie will lead and oversee programs that promote waste reduction through pollution prevention and recycling, expedite voluntary remediation projects and brownfields property revitalization, address the cleanup of state and federal Superfund sites, permit and inspect solid and hazardous waste facilities, and manage underground storage tanks. 

Julie is familiar with regulatory work as she previously worked  for 12 years at ADEQ in different functions of Waste and Water divisions.  In recent history, Julie worked for the City of Phoenix as the remediation coordinator for the Office of Environmental Programs. She has worked in both the public and private sectors and is enthusiastic about her role at ADEQ to help further advancements in environmental protection and sustainability.

Karla Mouw serves as the Assistant Director of the Comprehensive Health Plan (CHP) for the Arizona Department of Child Safety (DCS).   Karla has over 20 years of government leadership experience in education, health and human services sectors and began her tenure with the State of Arizona in 2006.    In her current role, Karla oversees all facets of a pediatric health plan, uniquely embedded within DCS, and designed to ensure children and youth in foster care receive timely, quality healthcare.      Karla’s most rewarding experience in this role is the successful integration of physical and behavioral health service delivery under CHP’s umbrella in order to offer seamless healthcare for children and improve child health outcomes.

Melanie Veilleux began her career with the Department of Public Safety in 2007. Melanie currently serves as the Bureau Manager over the Criminal Justice Services Bureau, leading operations of approximately 150 employees in various business, compliance, and technical roles. Melanie retired from the United States Air Force in 2017 after 23 years of service. She holds a Bachelor of Science in criminal justice, a Master of Arts in management and leadership, and a Master of Public Administration.

Paul Etnire began his career in law enforcement in 1993 with the Flagstaff Police Department and later joined the Department of Public Safety in 1994. Throughout his career, he has held various assignments in patrol, SWAT, Governor's security, training, criminal investigations, public affairs, the Director's Office, and the Arizona Counter Terrorism Intelligence Center. He serves as the Department's tribal liaison and is involved on a national and local level in work related to the issue of missing and murdered Indigenous people. Paul Etnire is a military veteran and served as an Army MP. He holds a bachelor's degree from Northern Arizona University and has completed programs at Northwestern University and the Disney Institute.

Her career began in the classroom, where she educated primary students for 12 years. Teaching, combined with her Master’s in Public Administration, provided a solid foundation for her current work. Raquel Rivera is the Deputy Director of the Arizona Medical Board and Arizona Regulatory Board of Physician Assistants. Raquel started with the Board as a Senior Medical Investigator in 2012, became the Investigations Manager in July 2016, and most recently became the Deputy Director in 2024. Raquel is certified by the Council of Licensure, Enforcement, and Regulation ("CLEAR") in Basic and Specialized Investigative techniques and is designated as a nationally Certified Medical Board Investigator (CMBI) by the Administrators in Medicine.  Raquel has a Master of Public Health from Grand Canyon University and is grateful to be able to bring a public health perspective to occupational and professional regulation.  Currently, I am focusing on completing major investigations, special projects,, perform outreach on behalf of the board to hospitals, students, and police agencies, and am responsible for the quarterly newsletters sent to licensees. 

Personally, I am a mother to two daughters, 16 and 12, so I get to practice conflict resolution, police power, discipline, and mediation in my personal and professional life! I am also a crazy dog mom to my French bulldog, Frankie Felipe, who reminds me of work-life balance.

Simon Larscheidt is a staff attorney for the Governor’s Regulatory Review Council at the Arizona Department of Administration (ADOA).  In that role, he is responsible for advising the Council in carrying out its responsibilities to review agency rulemakings, Five-Year Review Reports, as well as petitions submitted by stakeholders.  Additionally, he provides guidance and assistance to many state agencies regarding compliance with their rulemaking and rule review obligations under statute.  He has extensive public sector experience in the areas of administrative and regulatory law, as well as advising public bodies on a variety of legal matters, including open meeting laws, public records statutes, and conflict of interest laws.

Before joining ADOA, Simon worked in private practice handling civil matters in the area of insurance defense litigation.

Simon earned his Bachelor’s in Psychology from the University of Wisconsin-Madison.  He earned his J.D. from the Sandra Day O’Connor College of Law at Arizona State University in 2015.

Sophia is currently the Assistant Chief Counsel for the Industrial Commission of Arizona ("ICA"). She is an attorney specializing in administrative law, with experience in workers' compensation and health care law. My name is Tiffany Paris, and I am currently the Retail Marketing Manager for the Arizona Lottery. I have been an entrepreneur for much of my professional life before committing to a life in public service. Since starting with the Arizona Lottery in 2016, I have led teams through significant changes and shared many successes throughout the agency. Every day, I come to work knowing that the hours I put in make a difference in many communities within our state.

I am Travis Bird, the Manager of the Investigations and Inspections Unit at the Arizona Department of Gaming, where I have proudly served since 2017. Over the past three years in this role, I have been dedicated to ensuring the integrity and regulatory compliance of gaming operations within the state.

Originally from Louisiana, my family moved to Arizona when I was the age of three. Currently, I reside in Gilbert with my wife, our eleven-year-old daughter, and our identical triplet nine-year-old sons.

My career in public service began with the Arizona Army National Guard, where I served as a forward observer. This experience sparked my interest in law enforcement, leading me to a full-time position with the Joint Counter Narcotics Task Force and, subsequently, the Phoenix Police Department.

During my tenure with the Phoenix Police Department, I handled complex cases as a young officer, served as a narcotics investigator, and spent five years as a canine handler. Additionally, I was a member of the bomb squad, where I gained invaluable experience in handling high-risk situations.

Parallel to my law enforcement career, I continued my service with the Arizona Army National Guard. My deployments included the Winter Olympics in Salt Lake City, post-9/11 security at Palo Verde, support for the Rodeo-Chediski fire, and Military Police operations in Italy. In 2003, I deployed to Iraq as a Military Police team leader, overseeing POW operations, convoy security, EOD unit escorts, presence patrols, and raids. I also instructed local police officers in arrest tactics and trained soldiers in basic room-clearing techniques.

After retiring from the Phoenix Police Department in 2017, I transitioned to the Arizona Department of Gaming. My journey within the department has been marked by roles in the Intelligence Unit and the Employee Certification Unit before advancing to the Investigations and Inspections Unit. I began as an agent, progressed to Supervisor, and now lead the unit as Manager.

I am committed to the principles of leadership, integrity, and service, and I look forward to contributing to the ongoing success of the Arizona Department of Gaming.

Wendy is the Chief Human Resources Officer (CHRO) for ADOT.  In the position since Sept 2015, she is responsible for ADOT HR services & a staff of 20 to provide to support 3,743 employees statewide.  

She also serves as the Lead CHRO, responsible for managing the other large-agency CHROs for ADOA.    

Wendy is a USAF Veteran working in the Personnel field and as a First Sergeant, where she was responsible for employee health, welfare & morale. Originally from Ohio, her military assignments took her to Germany, Turkey, Afghanistan, and AZ.  She has a Bachelor of Science in Management/Human Resources.  

Wendy routinely represents ADOT by participating in Veteran job fairs and panels for transitioning military personnel and has been a key contributor to the success of the state’s #AZHiresVets! initiative.
